Medicare Enrollment Periods in New York: A Timing Guide
Medicare enrollment is governed by specific windows—not a single annual deadline. The right window depends on whether you are new to Medicare, have qualifying job-based coverage, want to change a health or drug plan, or have a life event that creates a Special Enrollment Period.
Initial Enrollment Period: when you first become eligible
For most people turning 65, the Initial Enrollment Period lasts seven months: three months before the month you turn 65, your birthday month and three months after it. If you need to sign up for Part A and Part B, confirm the timing and expected coverage start date with Social Security. If you are choosing a Medicare Advantage or standalone Part D plan as you become eligible, the plan-enrollment timing is linked to when you get Medicare.
General Enrollment Period: if you missed your first chance
People who did not sign up for Part B when first eligible and do not qualify for a Special Enrollment Period may be able to sign up during the General Enrollment Period, which runs January 1 through March 31 each year. Delaying without qualifying coverage can create a coverage gap and may result in a late-enrollment penalty. Obtain individual confirmation before acting.
Special Enrollment Period: changes in your life can matter
Special Enrollment Periods may follow qualifying events such as losing job-based coverage, moving, losing other coverage, gaining Medicaid or Extra Help, or other circumstances defined by Medicare. The permitted change and time window vary by event. For example, the Part B Special Enrollment Period tied to job-based coverage has rules that differ from COBRA or retiree coverage. Keep notices, proof of coverage and dates.
Annual windows for health and drug plans
Medicare Open Enrollment runs from October 15 through December 7 each year. During that period, many people can join, switch or drop a Medicare Advantage or Part D plan; changes generally take effect January 1 if the plan receives the request by December 7. The Medicare Advantage Open Enrollment Period runs January 1 through March 31 for people already enrolled in a Medicare Advantage plan, with more limited choices. These windows do not create unlimited Medigap rights.
Make timing a written checklist
- Write down your current coverage, employer status and the date coverage ends.
- Ask the plan administrator whether drug coverage is creditable and request written proof.
- List every Medicare and plan deadline that may apply.
- Verify doctors and prescriptions before changing a plan.
- Keep confirmation numbers and copies of every enrollment request.
